
The National Council of Ukraine on Television and Radio Broadcasting and the Central Election Commission signed a Memorandum of Cooperation aimed at coordinating efforts in the field of information support for electoral processes and referendums. The document was signed by the Chair of the media regulator, Olha Herasymiuk, and the Chairperson of the CEC, Oleh Didenko.
The purpose of the Memorandum is to establish effective interaction between the institutions to ensure proper preparation and conduct of elections and referendums in terms of information support, with the participation of media entities, in accordance with the Constitution of Ukraine, current legislation, and international standards.

The Parties agreed to join efforts to ensure openness and transparency of electoral processes, compliance with media legislation during the dissemination of election campaigning and information support, as well as to enhance citizens’ media literacy and information resilience.
In particular, the cooperation provides for:
- interaction to ensure proper informing of voters about their rights and electoral procedures;
- developing recommendations and holding educational events for the media on covering elections and referendums;
- joint actions to counter disinformation, misinformation, and foreign information interference;
- implementation of initiatives to enhance citizens’ media literacy and information resilience;
- ensuring accessibility of information for all categories of citizens, including persons with visual and hearing impairments;
- interaction in the field of international cooperation regarding regulation of online campaigning;
- coordination of actions to uphold the principles of accurate, balanced, and impartial coverage of electoral processes in the media;
- participation in working groups on the organization and conduct of elections and referendums.




Chair of the National Council, Olha Herasymiuk, noted the effectiveness of long‑standing cooperation with the Central Election Commission. According to her, the signing of the Memorandum will strengthen joint capacities and contribute to improving performance. She emphasized the regulator’s readiness, within its competence, to work together with the Commission to monitor and respond to information risks in the electoral sphere.

Chair of the Commission, Oleh Didenko, stated that the CEC continues preparations for post‑war elections in Ukraine, once the appropriate conditions are created. He emphasized that one of the key priorities is the development of effective mechanisms to counter disinformation and other forms of external interference in the electoral process.
