
At the meeting on January 22, the National Council added Russian singer Liubov Uspenska to the List of persons who pose a threat to Ukraine’s national security.
The decision was made based on the results of official monitoring and analysis of media materials and social networks from open sources, which showed that Uspenska Liubov Zalmanivna, through her public statements and actions, supports the armed aggression of the Russian Federation against Ukraine and the occupation of Ukrainian territories. In particular, she publicly justified the actions of the aggressor state, took part in propaganda events in the temporarily occupied territories of Ukraine, carried out illegal entries into the Autonomous Republic of Crimea and certain areas of Donetsk and Luhansk regions, and publicly supported Russian military formations.
Among other things, during her stay in Donetsk region in July 2024, Uspenska held a concert for the Russian occupiers. In an interview with a propaganda radio station, she stated that she wanted to raise the occupiers’ morale. In January 2025, Uspenska joined an initiative launched by Russian producer Ihor Matviienko to transfer funds for the restoration of cultural heritage sites in the Kursk region that were damaged during the hostilities.
In addition, it has been established that Uspenska is a person subject to personal special economic and other restrictive measures (sanctions) in accordance with the Law of Ukraine “On Sanctions,” pursuant to the Decree of the President of Ukraine No. 4/2023 of January 7, 2023.
The inclusion in the List was carried out on the basis of points 1, 4, 5 and 7 of part two of Article 126 of the Law of Ukraine “On the Media,” which provide for the inclusion of individuals who have supported aggression against Ukraine, deny or question Ukraine’s sovereignty and territorial integrity, take an active part in anti‑Ukrainian activities of the aggressor state, as well as individuals subject to sanctions.
The Ministry of Culture of Ukraine is responsible for maintaining this List. The National Council will contact the Ministry regarding the inclusion of the aforementioned individual in the List and will send a copy of its decision.
Uspenska Liubov Zalmanivna is a Soviet and Russian singer, a performer of urban romances and Russian “chanson.” She was born on 24 February 1954 in the city of Kyiv, Ukrainian SSR (USSR). She is a citizen of the Russian Federation and received her education at the R.M. Glier Kyiv State Music College.
