Freedom of expression during wartime, the protection of journalists, countering disinformation, the preservation of documentary heritage, access to information, and the challenges posed by artificial intelligence — these topics will be discussed at a Conference marking the 25th anniversary of UNESCO’s “Information for All” (IFAP) Program, to be held in Kyiv on September 7, 2026.
Participants will have the opportunity to learn about how the IFAP National Committee in Ukraine operates, what issues it focuses on, and what challenges the information sector faces today during three thematic panels and a roundtable discussion.

Agenda for discussions
Panel 1. Freedom of Expression Under Attack: The Media in the Context of Real and Cognitive Warfare
Participants will discuss the balance between freedom of expression and national security, the state’s responsibility for journalists’ safety, and disinformation as a challenge to information security. Moderator: Oleksandr Burmahin, Member of the National Council of Ukraine on Television and Radio Broadcasting.
Panel 2: Documentary Heritage in the Digital Age: Information Preservation, Access, and International and Ukrainian Perspectives.
The focus is on information preservation as a global challenge of the digital age, the new opportunities and risks that digital technologies pose for documentary heritage, as well as international and Ukrainian experiences in protecting information during crises. Moderator: Tetiana Shevchenko, Head of the National Committee for the UNESCO “Memory of the World” Program and First Deputy Chair of the State Archival Service of Ukraine.
Panel 3: Access to Information in the Digital Age and Striking a Fair Balance Between Public and Private Interests. The discussion will focus on access to public information and open data, the protection of personal data in the digital realm, and the development of a multilingual online space. Moderator: Oleksandr Burmahin, Member of the National Council of Ukraine on Television and Radio Broadcasting.
The program will conclude with a Roundtable discussion “MIL in the Age of AI: Ethical Challenges and Ukraine’s Information Resilience in the Context of a Protracted War.” Participants will discuss new challenges for media and information literacy in the era of generative artificial intelligence, the role of the state, the media, education, civil society, and technology companies, as well as possible solutions to strengthen Ukraine’s long-term information resilience. Moderator: Viktoriia Romaniuk, Director of the Mohyla School of Journalism at the National University of Kyiv-Mohyla Academy, Chair of the IFAP Working Group.
